Though it’s a small part of the population, it’s also about the most vulnerable portion, in that rescissions don’t generally happen to people in a group plan. They are performed on individual plans, the people who pay the most and can least afford to lose the coverage OR fight back.

Prohibiting coverage based on pre-existing conditions will just mean the public pays for a more severe version when the patient is forced to turn to public assistance to remedy the condition.
